Hiring Practices in Mendon?

Time for a few words on hiring practices in town... wait... checking for a policy... still checking... Ok there they are. But there is a problem. The only hiring policies we can find are those for the police and fire departments. All of the hires in those departments are thoroughly vetted, professionally trained and guess what? It shows. Guess it must be that two-headed monster thing again.

The hiring practices we are referring to are for the BIG jobs in town hall. Those positions that come with 90% health care, holidays no one ever heard of and a tad of work sandwiched between 45 minute breaks, extended lunch hours, hair dresser appointments and an avalanche of gossip, back stabbing and Fridays off. Great jobs!

Mendon is about to endure another round of high level hiring. The Administrative Assistant and the Town Treasurer/Collector with be replaced in the next several months. If the past is any indication the taxpayers of Mendon will take it on the chin again.

The first change that needs to be made is a change in the job of Administrative Assistant. (AA) Mendon needs a Town Administrator, a professionally educated person with a job description that gives that person the authority to call the shots in town hall and the day-to-day operation of town government. What we have now is the inmates running the asylum.

Here is a little history lesson. About 6 years ago when the position of AA was open the last time the Finance Committee and others sponsored an article on a special town meeting warrant changing the AA position to a Town Administrator (TA) with the authority to do the job. The wailing from 2 selectmen and several of the movers and shakers in town hall was deafening. They didn't want a boss, unless it was one of them and they didn't trust each other enough to support that. They convinced the sparse group of voters that it was a bad idea, it was too expensive, and Mendon didn't need it. The voters said no.

The primary voices in opposition at the time were as follows: Selectman and Assistant Assessor Jean Bavosi, Selectman Dennis Shaheen, Town Clerk Margaret Tetreault and Town Clerk Assistant Margaret Bonderenko. Got all that? The Fix was in.

What happened next is classic Mendon. The job of AA was advertised and 6 resumes were received. Five of these were from people with relative job experience, degrees in public administration etc. The sixth resume was from none other than Margaret Tetreault the town clerk with no experience and no relevant education. Selectmen, Bavosi and Shaheen over ruled the third board member Peter Confrey and chose NOT to interview any of the applicants other than their buddy Peggy Tetreault. But they weren’t done yet. They waited until a few days before the closing date for nomination papers for town elections to appoint Tetreault allowing her clerk Margaret Bonderenko to take out papers and run unopposed for Town Clerk. Done Deal! You lose they win. Good jobs at good wages, Mendon style.

Fast forward to fall of 2005. Margaret Tetreault is about to retire taking with her 80% 0f her 50K+ salary and that plum of plums 90% paid health insurance. Will history repeat? If the taxpayers continue to do the Rip Van Winkle thing, you bet it will. The current selectmen have updated the dog and pony show but the result will be the same. One reason for this is the appointment of former selectman, insider and troglodyte Dennis Shaheen to the "Search Committee". Shaheen will shout and rant and get his way on this committee just because they want him to shut him up.

If you want to end the taxpayer funded party at the town hall and make the place a bit more user friendly, write the Selectmen or post a message here (They check in daily) and tell them to hire a TOWN ADMINSTRATOR with a pedigree. And while you’re at it, tell them to open the town hall on Friday.

I absolutely agree with you on this.

If Ernie Horn gets $100K a year to be Police Chief/Fire Chief, why do we pay the person expected to be just as professional and run the rest of the town government on a day-to-day basis far less?

We will get what we pay for -- another junior level, just starting out incompetent who will either kow-tow to all in Town Hall in a vain attempt to be popular or be driven out for trying to do a job that he or she isn't qualified for.

Since we lack the talent in Town to tackle the big issues like land use, zoning, preserving our village center, budgeting, etc., why don't we raise the salary level and get in a professional?

Because the power-crowd that runs the Town doesn't want competence. They want ignorance so that they can keep pulling the strings.

My bet is that some hack Town Hall insider gets this job.

If Ernie Horn is paid $100K/year to manage Public Safety, why do we pay someone far less to manage the rest of Town government?

You get what you pay for.

We will get some entry level person who will get chewed up and spat out by the Town Hall inmates after realizing that he or she works for a "confederacy of dunces."

Hey, let's not forget that through several different boards of selectmen Tetreault was not evaluated or counseled, and kept her job even when it was evident that without the strong backing of the BOS she couldn't control the different factions in Town Hall. Give the woman credit, if for nothing else, she held her own in a position she wasn't trained for, wasn't prepared for and had no support.

Any one of the Boards in the six years since she has been appointed could have taken a stand and replaced her. The Boards chose not to. Why not? Again, the inaction of Boards causes more strife throughout the town with longer-reaching effects.

You make several good points. Tetreault does deserve credit for just surviving as long as she has. There were 3 AA's before her. I don't think any of them made it for more than 2 years.

As for the BOS removing her, there probably was never a consensus. There have only been 3 new members in the six years. Don't count Tinio because she announced her plan to retire about the time he was elected. That leaves the boards of Shaheen-Pleau-Confrey, Shaheen-Pleau-O'Brien, Shaheen-O'Brien-Cutler. The most likely board would have been the first. It is surprising that Confrey and Pleau didn’t push her out. Pleau was head hunting for his entire term and wasn’t quiet about it. He is the number one reason there is a union in the town hall. They were all scared.

Board inaction is a huge problem. They are not sure so they don’t get off a dime. The DOR Report addresses this and strongly recommends a town administrator. The current board rejects this according to the local paper today. Not surprising since Cutler and O’Brien think they are smarter than everyone. Not to mention, for various reasons they don’t want anybody watching them that closely.

Board inaction is a huge problem. A perfect example is Karen Lowell. Two prior boards chose to ignore the obvious problems in the Treasurer's office. Nobody wanted to touch that ticking timebomb.

You mention the two-headed monster. I forget, did Ernie Horn face any competition in either of the extensive interviews for the Police Chief or Fire Chief positions?(Or is it just ok for the BOS to "rubber stamp" jobs when we agree with the results.)
The town does need a Town Administrator.(Maybe we can offer Chief Horn 150K a year to manage all three jobs.Then we can have a certain person call him Chief Cerebus.)
Seriously though, my family's experiences at the Town Hall has always been less then pleasant.(The few attendences I had at meetings were equally painfull)The Town Hall needs to be open to her public at least 5 days a week.(Maybe even some night hours occasionally)
It sounds crazy but on top of a Town Adminstrator we need a master plan. Yes, things change.There is 40b to contend with.I for one will never vote for an override without knowing the whole picture. Running the schools,new schools, libraries,police dept, fire dept,water,sewer,etc... Which expenditure is next? We have long time residents on fixed incomes and newcomers just building families. They too are what Makes Mendon..Mendon. Not everyone is driving a Hummer or has an Ivy League.
