Yes we remember that surplus also. If anyone from the Finance Committee, Board of Health, Board of Selectmen or the janitor would like to respond, email the numbers and we will post them.
Our guess is that a good portion of the record amount of free cash that rolled over from the FY 2005 budget was that surplus.
How about an explanation for the anonymous taxpayer?

Someone may know more than I on this, but I believe money collected as a fee cannot be used for other budget expenses. It can only be used for the intended purpose of that fee. Otherwise the town could set up a fee for any service, charge considerably more, and then use the money to circumvent prop 2 ½. That would mean rolling over a surplus collected in trash fees to anything other than trash would be illegal.
A good portion of the free cash $$ came from overdue taxes that had not been sent to tax title for almost 5 years. It had nothing to do with trash surplus $.
If that is the case then could you explain where the surplus from the FY05 trash collections went?
You may want to post the amount of Free Cash that was certified and the portion of that number that represents the tax title money.
This is an answer that should be immediately available for those directly involved with the process. The only delay would be not wanting to divulge the answer. Based on the lack of response, we can assume that the Finance Committee is either already working on amending our next trash bills to reflect the surplus OR they do not want to admit they have stolen from the taxpayers.
Well it's been 5 days since we invited someone from town government to answer a few simple questions.... answers that are a matter of public record.
