This appears to be the meeting where the selectmen and Chief Horn worked out the details of his assuming the duties of Fire Chief.
It is interesting to note that Sharon Cutler was in charge of this session. She was not the Chair at the time so we get a glimpse of the structure of the board 9 months after her arrival. She was calling the shots, at least as far as the chief thing went.

I think that there is nothing odd here. There is no indication that S.C. was in charge and you need a new scanner.
I find nothing wrong with HG's scanner. Interesting that KOB wanted to screw Chief Johnson out of 3%.

Yes, Why would KOB be against 2K to send Charlie Johnson packing? Shortly after that he was willing to sell the town on a 3.5 million dollar land boondoggle.
